FMCSA grants a three-month waiver from certain pre-employment testing requirements applicable to employers of drivers subject to 49 CFR part 382. This action responds to the President’s Executive Order No. 13924, Regulatory Relief to Support Economic Recovery, issued on May 19, 2020, related to the economic consequences of the Coronavirus Disease 2019 (COVID-19) public health emergency.
In granting the waiver, FMCSA extends, from 30 to 90 days, the period under which drivers would qualify for the pre-employment testing exemption under 49 CFR 382.301(b).? Allowing employers to forego pre-employment testing for select new hires and drivers with temporary absences—and who were in a testing program within the previous 90 days—provides relief from the administrative and cost burdens associated with administering tests and returning drivers to the workforce.
This waiver is effective June 5, 2020, and ends on September 30, 2020.
The Federal Motor Carrier Safety Administration has issued an extension and modification of the hours of service relief for COVID-19 deliveries. ??This extension of Emergency Declaration No. 2020-002 is effective at 12:00am June 15, 2020 and remains in effect until 11:59pm July 14, 2020.
The extension provides regulatory relief for commercial motor vehicle operations providing direct assistance in support of emergency relief efforts related to COVID-19 and is limited to transportation of:

What is a SCAC Code? Do you Qualify?
The Standard Carrier Alpha Code (SCAC) is a system that assigns unique two-to-four letter codes to transportation companies for identification purposes. The National Motor Freight Traffic Association (NMFTA) developed the SCAC identification codes in the late 1960s to facilitate computerization in the transportation industry. It is for Customs entry, when doing business with many shippers, on rate tariffs filed with regulatory agencies, government bills of lading and on bids for government traffic.
Questioning why You received a SCAC Code Renewal Notice?
If it is from the National Motor Freight Traffic Association, it is valid. Be careful, if it is not, it could be a SCAM! It is possible that a SCAC code was gotten at one-point in time last year, either because of crossing the border or maybe someone in the company applied for it not knowing that they did not really need it.

Not all motor carriers are required to possess a SCAC code, and the DOT, or any other government agency, will not shut down or fine a carrier simply because the motor carrier is not in possession of a SCAC code. There are no regulations requiring compliance with SCAC documentation and registration.
NYCDOT has opened – Hunts Point Food (55 truck spaces) and Staten Island – Global Container Terminal (25 truck spaces) for drivers providing COVID-19 relief. Each area will be open 24 hours a day, seven days a week, for rest periods during the day or overnight, with bathrooms, mobile lights, trash cans, and security patrol.?
